Cecil Patterson has enjoyed an impressive career spanning over five decades in the construction industry. Starting as a laborer in 1971, he has served in a diverse range of roles including grade checker, operator, timekeeper, accounts payable and receivable, contracts administrator, project manager, and corporate counsel, ultimately rising to vice president.

Patterson has been involved in hundreds of high-profile projects, notably including the cleanup efforts after Hurricane Katrina and the processing of debris from the 9/11 World Trade Center attack.

Patterson has been associated with employers who have been recognized for excellence through various awards, such as the Carolina AGC Pinnacle Award in 2011 and the USACE Contractor of the Year.

He holds or has held General Contractor’s licenses in multiple states, including North Carolina, California, and Florida.

Worked with Barnett Owners/Managers in clearing and disaster response arenas. Worked with Board of Directors to expand operations and to potential purchase/acquisition of other companies in marine and disaster response areas.

Graham County Land Company, LLC – January, 2014 to Present
Owner/Executive Vice President – 2014

In May 2013, Graham County Land Company, LLC expanded to include a construction
division which includes various types of Heavy Civil, Land Clearing, and Disaster
Recovery Projects throughout the United States. Mr. Patterson assists in the areas of
business development, relationship management, licensing, and new acquisitions.

Phillips and Jordan Inc. – 1993 to January 2014
Vice President – 2009 to 2014
Management of the pipeline division and co-manager of the disaster division.
Responsible for marketing to the pipeline industry, as well as the bidding, management, and completion of pipeline projects nationwide. Assisted with the management of the Disaster Response Group, including business development, bidding pre-position and post-event contracts, and executing these contracts when activated.

Assistant Vice President – 2005 to 2009
Management of the pipeline clearing division and co-management of the disaster
response division. Responsible for business development, estimating, bidding, and
project management on both pipeline clearing and disaster response projects

Division Manager – 1996 to 2005
Oversee multiple types of Heavy Civil, Land Clearing, and Disaster Recovery Projects
nationwide. Responsible for the management of all pipeline construction projects and all disaster response projects.

Corporate Counsel – 1993 to 1996
Responsible for reviewing all contract documents, bid documents, insurance
instruments, bonds, and all related legal matters impacting the day to day operations of a national heavy civil construction company. These matters included dealing with
OSHA, workers comp injuries and case management, safety, risk management,
contract administration, real estate sales/purchases, and human resources. Served as liaison with outside counsel when necessary.
